ANNOUNCEMENT

ORGANIZATION ON THE VESAK CELEBRATION (VESAK)

 Buddhist Era 2558 - Western Calendar 2014

The Vesak Celebration (Vesak) is a cultural festival of Buddhism which was recognized as the religious cultural festival of the world by the General Assembly of the United Nations, is the day most sacred to Buddhists, who commemorate on that day, the birth of Buddha, his attainment of enlightenment and his passing away;

To greet the Vesak celebration (Vesak) Buddhist Era 2558 – Western calendar 2014 which is significantly hosted in Hoa Lu ancient city – Trang An Buddhist Centre, Bai Dinh temple, Ninh Binh province.

Based on circular number 004/ NQ.HĐTS dated 05/01/2014, the second conference of VII course of the Executive Council of the National Vietnam Buddhist Sangha, Standing board of Executive Council instructs the UN Day of Vesak celebration (Vesak) Western calendar 2014 according to the following contents:

I. ORGANIZATION:

A. Board of organization:

The National Vietnam Buddhist Sangha in provinces and cities directly under the central government (provincial NVBS) have been coordinating the NVBS in districts, towns or provincial city (district NVBS) to prepare organizing work for the celebration in provincial and district level. To successfully achieve the celebration, every board establishes an organizing board for the celebration.

- Chief of organizing board: member of Central Organizing Committee, Chief of the Executive Council of the National Vietnam Buddhist Sangha

- Vice Chief of Organizing Board: Vice Chief of Standing Board, Vice Chief of provinces, Chief of the Executive Council of the district NBVS.

- Committees and Subcommittees have been arranged by boards of organizations.

1. Boards of organization make a specific plan on organizing work of the local celebration (including provincial and district organizing work), register to organize the celebration with provincial people committee, city directly under the central.

Please note a few following points in the organizing plan:

- Hanging national flag, Buddhist flag, banner, hoardings, poster on the streets in provinces and districts.

- Parading with colorful flower car and boat.

- Some events are related to the celebration based on part III of this plan.

B. Organizing place:

  • Focus of memorial momment is held at provincial headquarters of the provincial and district NVBS; or is organized in the most convenient locations at locality.

B. Organizing time:

Boards of organization can hold the celebration on the Day of the Full Moon of April in Luna calendar (13/5/2014), or other times in the celebration week. It is not the same time organized in Bai Dinh temple, Ninh Binh province from 07-11/5/2014 (09-13/3 lunar calendar), or other times after organizing the celebration at Bai Dinh temple, Ninh Binh province.

II. CONTENT OF THE VESAK DAY

On the day of Vesak celebration, documents and banners will be used uniformly in the celebration as follows:

A. Documents

1. Vesak message for the Buddhist Era 2558 of the United Nations Secretary-General.

2. Vesak message for the Buddhist Era 2558 of the Supreme Patriarch of National Vietnam Buddhist Sangha.

3. Speech for the Buddhist Era 2558 of most venerable President of Executive Council of NVBS.

4. Dharma talks of board of preach on “The Significance of Vesak" or theme of Vesak: "Buddhism contributes to the achievement of the development goals of the Millennium UN”.

B. Banners:

1. Major banner:

1. Greeting the Vesak Celebrations (Vesak) in Buddhist Era 2558 – Western calendar 2014, Vietnam, 07th – 10th May 2014.

2. Uniting Harmony, cultivating spirituality and stately the National Vietnam Buddhist Sangha.

3. Serving sentient beings which are practically offering Buddhas.

III. ORGANIZING FORMS OF THE VESAK CELEBRATION

1. Deploying and disseminating relevant documents related to Vesak celebrations which are issued by the National Vietnam Buddhist Sangha.

2. Encouraging Dharma board which disseminates Vesak spirits, contents and activities (Vesak) in lectures in order to publicize this important festival.

3. Making a list of represented union for provincial Executive Board of the NVBS which attends the UN Day of Vesak Celebration in Buddhist calendar 2558 – Western calendar 2014 at Bai Dinh temple, Ninh Binh from 07th – 11 May 2014 (will have specific notice of local delegates, time and an invitation letter to attend the celebration at Bai Dinh.)

4. Registering with People Committee, Vietnam Fatherland Front, local Travel Media Cultural Department in hanging national flag, Buddhist flag, banner, hoarding, poster on the streets in order to greet the Vesak celebrations (as said at section II, point B of Circular) in provincial and district main area.

5. At the provincial and district headquarters NVBS, the monastery campus should establish Lumbini park, hang national flags, Buddhist flags, flowers, lanterns, balloons, banners to greet the Vesak day (can use bilingual in Vietnamese – English languages, or emtirely Vietnamese language).

6.Ban Trị sự GHPGVN cấp tỉnh, cấp huyện hướng dẫn Phật tử treo cờ Phật giáo, phan, phướng, lồng đèn v.v… tại tư gia. Để việc treo cờ được trang nghiêm, cờ nước được treo phía tay trái từ trong nhìn ra và phải lớn hơn cờ Phật giáo từ một đến hai phân (nếu là cờ lớn).

6. Executive Board of the provincial and district NVBS guides Buddhists to hang Buddhist flags, lanterns etc. ... at home. To be solemnly hanged flags, country flag should be hanged on the left side from inside view and bigger than Buddhist flag from one to two centimeters (if the flag is big).

7.Tổ chức xe hoa diễu hành theo từng địa phương. Thời gian xe hoa diễu hành do Quý Ban ấn định phù hợp với kế hoạch tổ chức Đại lễ tại địa phương.

8.Tổ chức hoa đăng, phóng sinh đăng trên sông, hồ tại những nơi có điều kiện.

7. Flower car parade would be organized in each local. Time for the parade is determined by the local boards in order to suit with plan for the celebration at local.

8. Floating latterns and releasing animals would be organized on rivers and lakes in areas where have condition.

9. If local has enough condition then organizes workshop, discussion about meaning of the Vesak day (Vesak)

The main theme: "Buddhism Perspective Towards Achievement the  UN Millennium Development Goals".

Suplement scheme

1) “Buddhist Response to Sustainable Development and Social Change”,

2) “Buddhist Response/Contribution to Global Warming and Environmental Protection”.

3) “A Buddhist Approach to Healthy Living”

4) “A Buddhist Approach to Healthy Living”

5) “The Importance of Promoting Buddhist Education”

10. If the local has enough condition, Buddhist cultural exhibitions would be organized at the headquarters of the NVBS Executive Board of the provincial and district or in the large monasteries, or other locations. Contents of the exhibition should highlight engaged Buddhist nature and accompany with ethnicity: Buddhist cultural heritage, chanting thing, artwork, calligraphy, etc…

11. Organizing entertainment to greet the Vesak celebration at the stage, monastic establishments, cultural house, public theater, etc… If condition allows, Boards register with the Board of local radio, television to broadcast some highlights of the local Buddhist Vesak celebration (Vesak) in Vietnam.

13. Encouraging Buddhist monks and nuns and Buddhists who send the Vesak greeting cards in the month of Vesak in order to carnival and masses of the Vesak celebration.

14. Organizing to place memorial wreath at the martyrs' cemetery and radio.

15. Organizing social charity, visiting and gift giving for hero Vietnamese Moms, with family of the country, wounded soldiers, institutes youth institutes for raising disabled children, orphans, nursing homes, etc… to bring a compassionate message of Buddhism towards everyone.

IV. Official Program of the Vesak celebration for Buddhist Era 2558

A. In the morning on full moon of lunar April (13rd May 2014):

At 4am, all temples, pagodas, monasteries, Buddhist worships in the country plays three rounds of prajnà drums and bells to celebrate the Buddha’s birth.

At 5am, all monks, nuns and Buddhist followers gather together at the celebration stage.

At 6am, the Vesak celebration will be officially commenced in accordance with program rules uniformly for the country.

1. Introduce participants, ceremony program and declare the reason.

2. Read the Vesak message of the United Nations Secretary General

3. Read the Vesak message for the Buddhist Era 2558 of the Supreme Patriarch of National Vietname Buddhist Sangha.

(If in local there is a Most Venerable who is member of the Witness Council of the NVBS will read the Vesak message. Otherwise another Most Venerable or Most Venerable will be nominated to read it.)

4. Speech of the Vesak celebration for the Buddhist Era 2558 of Most Venerable President of Executive Council of the NVBS will be read by Chief of the Executive Council of the provincial NVBS.

5. Representatives of provincial and city officials have speaking (if any)

6. The offering ritual for the Vesak celebration commences

- Commences three rounds of prajnà drums and bells to celebrate the Buddha’s birth.

- Pray mindfull incense

- Everyone keeps a few silent minutes for compassion

- Offer flowers for the Vesak celebration

- The chanting ritual (Theravada, Mahayana)

- Dedication

- Release birds and balloons

- Express the organizing board’s gratitude.

B. In the afternoon, the evening, or at night on the full moon 15th of lunar April

- Organizing the Vesak celebration and Dharma talk at temples, wihans, pagodas, Budhist workships

- However, depending on practical circumstance and time, Executive Boards of the NVBS and temple itself organizes screening or performs entertainment to greet the Vesak celebration.

Depending on the local circumstance and time, Executive Boards can organize at night on 14th of luna April (12-5-2014).

V. ORGANIZING METHOD:

1. On the basis of the organizing plan for the Vesak celebration in Buddhist Era 2558 has been established, Boards register organizing the Vesak celebration with provincial People Committee.

2. The central National Vietnam Buddhist Sangha would have writing letter to propose the Department of Culture, Sports and Tourism’s help in regarding to hang flag, banner and flower parade held locally.

3. To meet requirements for banners, flags, lights, balloons hangged in the Vesak celebration, Boards actively print banners, hoardings, posters to greet the Vesak celebration for radio distributions, monasteries locally.

4. If there is program for flower parade, Boards needs to inform and register route with the state agency authorized to be supported.

5. Liaise with media agencies and organizations to register the radio and television the program of Vesak celebration locally.

6. If any local has difficulty in the Vesak celebration organization for Buddhist Era 2558, the Boards need to report to National Vietnam Buddhist Sangha Centre office to for supporting.

Standing Board of Executive Council of the National Vietnam Buddhist Sangha suggests Boards of Executive Council of the provincial and district National Vietnam Buddhist Sangha, abbots of monasteries, monks, nuns and Buddhists rejoice to voluntary offering merit, wisdom on the Vesak celebration (Vesak) organization in Buddhist calendar 2558 in Vietnam will be successfully achieved fullness, promote the image of the country, the National Vietnam Buddhist Sangha to international friends.
